The Demise of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been contained. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of opposing developments captured the grim essence of the current period. By day, political struggles are conducted: optimistic declarations are released from multiple capitals. Significant resources is allocated on containing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "peace".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is capable of detecting missile launches from enemy soil, a capacity provided through current data. From witness perspectives, military aircraft that had been dispatched to engage hostile cruise missiles streaked across the sky – modern combat jets provided to Ukraine by Western partners.

Moments later, Kyiv's missile defense thundered: multiple launches deployed against a hostile projectile. This was a sophisticated defense system at work, most likely delivered by Western nations. Every deployment creates sudden vibrations, rattling buildings. The instant of fear quickly gives way to sober acceptance: possibly the incoming missile won't hit its mark this time, sparing the city from catastrophe and additional electricity failures.

Continuous Dangers

Soon after, a heavy machine gun engaged a unmanned aircraft close by, part of a defensive team – almost certainly allied-provided weaponry. Unfortunately, the shots failed to hit the hostile drone – it maintained course toward its destination.

Periodically, this carried on until dawn. Kyiv faced the daybreak reports: seven people killed, damage and heating outages in numerous residences as a result of the night's assault. As typically, everyone still went about their day – living the war. But those entire period demonstrated Ukraine's critical military reliance on Western support – a dependence that European nations are clearly incapable to fill in the near term.

Ineffective Peace Efforts

The detailed framework from American leadership generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new initiative from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually secure success. This cycle will, certainly, continue.

Tactical Assessments

It is tempting to accuse specific actors of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington operates on a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The US administration assumes that it is impossible to force Russia to relinquish the areas that it presently holds in Ukraine's occupied territories.

The issue is that while acknowledging this situation, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from believing that the current condition will not shift further in its advantage in the months ahead.

Divergent Views

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a complete military breakdown until circumstances change in its benefit.

Present Conditions

Objectively, there are no real preconditions for a truce. Now, personal considerations are entering the equation: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unsuitable, so that their priority does not switch to homefront challenges. And although their objective will now be considerably more difficult after latest incidents, it remains very improbable that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a only one week to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of representatives, and finally, latest revelations, all did their job.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and reflect certain reluctance to alter the situation, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, mainly require ongoing international assistance.
